Inp.polri.go.id - Jakarta.  Minister of Finance Sri Mulyani Indrawati said on Wednesday (18/6/2025) that current global uncertainty reflects a permanent shift rather than a temporary disruption, prompting the government to strengthen the state budget to buffer against future shocks.

“We are witnessing a more permanent uncertainty because the changes are structural, not just cyclical,” she said during the Economic Update 2025, as quoted by antaranews.com.

Minister Sri Mulyani cited the U.S.'s unilateral trade tariffs as an example of how global governance is being reshaped, while multilateral institutions like the WTO are increasingly ineffective. This creates systemic vulnerabilities for smaller economies.

To navigate these changes, the government is positioning the state budget as a countercyclical tool while supporting President Prabowo’s Asta Cita development agenda. Minister Sri Mulyani emphasized the need to maintain a healthy, sustainable budget that protects Indonesia through global volatility.

As of May 2025, the APBN recorded a deficit of Rp 21 trillion (0.09% of GDP), well below the year’s legal limit of 2.53%.
