Inp.polri.go.id - Jakarta. The Indonesian government is drafting a Presidential Decree aimed at eliminating outstanding premiums and late fees for independent "Class 3" National Health Insurance (JKN) members.
Announced by Minister of Finance Purbaya Yudhi Sadewa on Monday (9/2/2026), the policy targets Workers Not Receiving Wages (PBPU) and Non-Workers (BP) to alleviate financial burdens and boost active participation in the national healthcare system. This initiative coincides with a 13.2% increase in the 2026 national health budget, which now totals Rp247.3 trillion.
"Currently, the government is in the process of drafting a presidential regulation regarding the elimination of insurance premium receivables and fines for Class 3 PBPU and BP participants," Said Minister Purbaya during a leadership meeting with the House of Representatives (DPR), as cited by antaranews.com.
The Minister also addressed the recent deactivation of 11 million subsidized members, proposing a three-month transition period to prevent sudden loss of access.
He said that future data updates must be handled gradually with better public socialization to avoid public unrest.
