Inp.polri.go.id - Jakarta. The Indonesian Army (TNI AD) has implemented a “smart approach” to security management in Papua, combining proportional military operations with territorial programs aimed at improving welfare, Army Spokesperson Colonel Donny Pramono said on Tuesday (25/11/2025).
“The concept consists of proportional security measures and constructive, human-focused territorial activities,” he said, as cited by antaranews.com.
He noted that the strategy not only strengthens security but also supports economic and social development for local communities.
For security measures, the Army continues to deploy troops under non-war military operations, including the Indonesia and Papua New Guinea border task force, protection of national vital objects, security of inhabited outer islands, and VIP protection.
The second component involves community-focused initiatives such as TNI Manunggal Membangun Desa (TMMD), water facility construction, and land opening for local farming.
“This approach is designed to build trust, expand access to basic services, and support long-term stability in Papua,” Chief Donny said.
