Inp.polri.go.id - Bogor. The Indonesian National Police (INP) is studying the crowd control model used by the Hong Kong Police to enhance its approach to handling demonstrations in Indonesia, INP Chief General Listyo Sigit Prabowo said on Wednesday (26/11/2025)
“We are looking for new models to manage public demonstrations, especially those related to freedom of expression,” he said, as cited by antaranews.com.
He said that the INP aims to shift its approach from merely securing protests to serving participants exercising their constitutional rights.
The new direction forms part of the INP’s ongoing transformation, with crowd control evaluated as a key agenda item at the 2025 Apel Kasatwil assembly. Chief Sigit noted that protest mismanagement could disrupt public order, damage facilities, and affect economic stability.
The Apel Kasatwil event, held at Mobile Brigade (Brimob)’s Training Center in Cikeas, Bogor, which was attended by regional police chiefs, also discussed future public service models to make policing more responsive and accessible. Representatives from seven partner law enforcement agencies, including Australia, the U.S., China, and Japan, attended the forum.
