Inp.polri.go.id - Jakarta. Deputy Chief of the Indonesian National Police (INP), Commissioner General Dedi Prasetyo, asserted on Wednesday (21/1/2026) that victims of human trafficking, who commit legal violations under duress should not be prosecuted.
Emphasizing a "victim-centric" approach during a book discussion at the INP Criminal Investigation Agency, he highlighted that those exploited by syndicates are subjects of protection entitled to rehabilitation, reintegration, and social recovery under Indonesian law.
"Under the non-penalization principle, trafficking victims who violate laws due to coercion by perpetrators should not face criminal charges," Chiefl Dedi said, as cited by antaranews.com.
The Deputy Chief highlighted the necessity of early screening to prevent victims from being misidentified as perpetrators. He called for rapid adaptation to digital-age trafficking tactics, including "follow the money" asset tracing and scientific investigation.
This strategy requires integrated cross-agency collaboration with entities like the Witness and Victim Protection Agency (LPSK) and the Financial Transaction Reports and Analysis Center (PPATK) to effectively dismantle international networks while ensuring survivors receive comprehensive legal and psychological support.
