Jakarta Seeks New Strategies to Enforce Emission Test Rules After Ticketing Halted

Inp.polri.go.id. - Jakarta.  The Jakarta administration is actively exploring alternative methods to enforce emission test regulations following the suspension of ticketing for vehicles that fail or have not undergone the emission test. Acting Governor Heru Budi Hartono emphasized the importance of emission testing while clarifying that penalizing drivers is not the primary goal of these regulations. Instead, the policy's overarching objective is to raise public awareness and encourage compliance with vehicle emissions standards as a means to combat air pollution. "Ticketing efforts in the field demand considerable energy and time. We are currently in search of more efficient approaches," Heru was quoted by antaranews.com as saying at City Hall on Monday (11/9/2023). The decision to cease ticketing for violations of vehicle emission test rules was made by Metro Jaya Regional Police after assessing that ticketing alone had proven ineffective in achieving the intended results. Police Senior Superintendent  Nurcholis, the Head of the Jakarta Police Air Pollution Control Task Force, reported that during the emission tests conducted from September 1 to 7, 2023, a total of 850 vehicles failed to meet emission standards. Of these, only 66 received tickets, while the remaining vehicles were advised to undergo necessary repairs at authorized workshops. "The 66 tickets were issued during the initial trial on September 1 when the task force had not yet been established. Subsequently, it became evident that ticketing alone was not effective. Therefore, with the task force in place, we have been actively encouraging vehicle owners to rectify their emissions issues and have also engaged with dealerships to facilitate the necessary servicing," he explained. Previously, the Metro Jaya Regional Police had initiated ticketing sanctions for motorcycles and cars that failed the emission test at five locations within the city. Motorcyclists were subjects to fines of up to Rp250,000, while car owners  to fines of up to Rp500,000. As Jakarta grapples with air pollution concerns, the Jakarta administration are now shifting their focus towards innovative strategies to ensure compliance with emission test regulations and promote cleaner air in the capital.
