Inp.polri.go.id - Jakarta. The Corruption Eradication Commission (KPK) issued a formal directive on Tuesday (3/2/2026) requiring foreign citizens serving on the boards of state-owned enterprises (SOEs) to submit their 2025 State Official Wealth Report (LHKPN).
The move targets high-profile international hires, including Garuda Indonesia’s CFO Balagopal Kunduvara and Transformation Director Neil Raymond Mills, who were appointed in late 2025. Despite their foreign citizenship, the KPK maintains that all SOE directors are classified as state officials subject to Indonesian transparency laws, according to antaranews.com
“As state officials, they are still mandatory reporters for their LHKPN,” KPK Spokesperson Budi Prasetyo told journalists, adding that the agency’s LHKPN Directorate is ready to assist those facing technical hurdles with the digital filing system.
He noted that overall compliance for the 2025 reporting period stood at only 35.52 percent as of late January. By enforcing these regulations on foreign executives, the KPK expected to bolster accountability and ensure that the integration of global talent into Indonesia's strategic industries remains aligned with national anti-corruption standards.
