Law Enforcement Reform Must Focus on Culture: Rano Says

Vice Chairman of Commission III of the House of Representatives and Chairman of the Working Committee for Law Enforcement Reform, Moh Rano Alfath, said that the reform agenda for the Indonesian National Police (INP), the Attorney General's Office, and the judiciary should not be carried out recklessly. 

During a Public Hearing (RDPU), Reno said that reform must be carried out based on data and the INP must remain under the President. He emphasized that the appointment of INP Chief through a fit and proper test mechanism is important as a supervisory effort.

"Regarding the police reform, there is always a debate about whether the structure or culture should be reformed. Experts say the organizational structure issue has actually been resolved. Police are under the President, and the Chief of Police is appointed by the President through a fit and proper test with the approval of the House of Representatives (DPR). This is crucial for the DPR's oversight function and should not be separated," explained Rano on Thursday (1/8/2026).

He said that reform cannot be achieved by amending the constitution. He wants reform to focus on improving the culture, attitudes, and behavior of law enforcement officers in public service.

Rano said INP has begun making various improvements, although the process needs to be consistently monitored. 

"Most importantly, this reform should not be carried out based on emotion or dislike of certain individuals or institutions. Reform must be rational, objective, and oriented towards improving the system," he said.

Rano explained that the formation of the Working Committee for Law Enforcement Reform was motivated by public aspirations regarding the culture, attitudes, and behavior of law enforcement officers. He said that reform must be carried out through a data-driven approach.

"This working committee was formed to conduct a comprehensive review of systemic obstacles in the investigation, prosecution, and judicial processes. We will examine maladministration practices, potential abuse of authority, and identify reform needs through a data-driven approach and direct input from the public," explained Rano.
