Yanto Eluay explained that the implementation of the Pepera at that time was carried out in 8 districts namely Jayawijaya, Merauke, Paniai, Fakfak, Sorong, Manokwari, Biak and Jayapura which was attended by 1026 members of the Pepera Deliberative Council (DMP) representing the total population of Papua, which at that time numbered 809,327 people. This was guided by the integration of Papua on 1 May 1963 and the results of the 1969 Act which gave birth to UN resolution 2504, "added Yanto Eluay.
