Personal Records Utilized to Maintain Discipline and Integrity: NTT Police

The Internal Affairs Unit (Bidpropam) of the East Nusa Tenggara (NTT) Regional Police said that it follows personnel records (CATPERS), based on Propam Division Regulation No. 1 of 2016, as a key tool for monitoring officers involved in disciplinary breaches or criminal activity.

NTT Regional Police Head of Public Relations Senior Superintendent Ariasandy highlighted on Sunday (20/10/2024) the importance of CATPERS in ensuring accountability and protecting the integrity of the police force. 

"Personnel with repeated violations or serious offenses can face penalties such as delayed promotions or dismissals. These measures are taken to uphold the high standards expected from our officers," he said.

This was exemplified in the recent case of Second Inspector Rudi Soik, who faced disciplinary action due to multiple violations of the police code of ethics. 

According to the NTT Police Internal Affairs Unit records, he was involved in 12 misconduct cases during his service, with seven resulting in confirmed violations. 

His history of repeated infractions led to his dismissal from the force, a decision that reflects the commitment of NTT Police to uphold ethical standards and maintain public trust in law enforcement. 

Chief Ariasandy emphasized that such actions, although difficult, are necessary when officers fail to meet the expected standards of character and professionalism.

The Internal Affairs Unit is responsible for enforcing discipline and maintaining professional accountability within the police force.  This includes overseeing internal security and handling public complaints about misconduct by police officers or civil servants within the Indonesian National Police (INP).

According to Police Regulation No. 14 of 2018, the Internal Affairs Unit is divided into three main sections: Wabprof (professional accountability), Paminal (internal security), and Provos (disciplinary enforcement). These are supported by additional units for administration, complaint handling, and rehabilitation.

Police officers who violate the rules face moral, disciplinary, or criminal penalties.
