inp.polri.go.id - Jakarta. The Indonesian National Police (INP) Chief General Listyo Sigit Prabowo stated that their position would be ideal if it were directly under the President, rather than under the auspices of a ministry.
General Sigit emphasized the importance of INP being directly under the President to optimize its work. This was conveyed in response to the proposal to place the Police Institution under the Ministry of Home Affairs.
"This means that with this position, it would be ideal if we were directly under the President. This would allow us to be more effective and flexible in carrying out our duties," said General Sigit during a hearing with Commission III on Monday (1/26/2026).
According to him, INP have indeed experienced various developments, such as being under the Ministry of Home Affairs, being integrated with the Indonesian National Military (TNI) under the Indonesian Armed Forces (ABRI), after finally being separated during the reform era.
Coordination under the President is also in accordance with the mandate of Article 30 paragraph 4 of the 1945 Constitution, which mandates the National Police as a state instrument that upholds security.
"This aligns with the mandate of the 1945 Constitution, Article 30, paragraph 4, which states that the Indonesian National Police (Polri) is a state instrument that upholds security. This is also part of the mandate of the 1998 reforms, which places the Polri under the president," said INP Chief.
General Sigit further explained that the INP also has a different doctrine than the TNI. Furthermore, the Polri is tasked more with public security.
"We have a doctrine to serve and protect, based on the Tata Tentrem Kerta Raharja doctrine. Not to kill and destroy. This is certainly what differentiates the TNI from INP. We are responsible for security, and given the current conditions, the police position is certainly ideal," explained General Sigit.
