inp.polri.go.id - Jakarta. Minister of Home Affairs Muhammad Tito Karnavian believes that preventing corruption, which often involves regional heads, cannot rely solely on oversight but must involve strengthening governance systems and the heads' integrity.
"What we can do for these regional heads is, first, hold a retreat. The goal is to strengthen their nationalism and integrity. Then, we also provide initial training, including the Corruption Eradication Commission (KPK) and the Financial and Development Supervisory Agency (BPKP) in attendance to provide input," Tito said in a statement in Jakarta on Friday (7/17/2026).
This was conveyed by Tito after a Working Meeting and Hearing with Commission II of the Indonesian House of Representatives (DPR RI) at the Parliament Complex, Senayan, Jakarta, Thursday (7/16/2026).
Tito then explained that the position of regional heads differs from officials in a command system because they are directly elected by the people. Therefore, development prioritizes system strengthening.
He explained that the Ministry of Home Affairs has developed various oversight instruments, including the Regional Government Information System (SIPD), the development of Regional Budget (APBD) guidelines, and a regional financial oversight system.
Furthermore, the government, along with the Corruption Eradication Commission (KPK) and the Attorney General's Office, is also developing a corruption prevention system through Monitoring, Controlling, and Surveillance for Prevention (MCSP).
However, he cautioned that no matter how well-developed the system, it still requires integrity from each regional head.
"But all of these systems can be manipulated in the field. There are bribes and other things. So, this ultimately comes down to the integrity of each regional head," he said.
