Inp.polri.go.id - Yogyakarta. The government will proceed with the construction of its planned new capital, Nusantara (IKN), despite a Constitutional Court ruling that struck down ultra-long land rights schemes, better known domestically as Hak Guna Usaha (HGU) previously offered to investors.
Coordinating Minister for Economic Affairs Airlangga Hartarto confirmed that the government’s development schedule remains unchanged, according to antaranews.com
“IKN will continue according to the planning,” he said on Wednesday (19/11/2025)at Universitas Gadjah Mada in Yogyakarta, saying thatt the government will review the ruling.
The Constitutional Court on Tuesday annulled provisions that could have granted up to 190-year HGU permits and 160-year Hak Guna Bangunan (HGB) and usage rights in IKN. The ruling came amid growing public criticism and legal challenges claiming such extended permits violated the state’s authority over land.
Minister Airlangga insisted that investor interest would be maintained, saying Indonesia remains open to foreign and domestic funding. He stressed that investment in IKN is needed to generate jobs and support industrial downstreaming.
