Chief of National Police, Police General Listyo Sigit Prabowo, led the inauguration ceremony of the several high officials of the National Police such as Chief of Intelligence and Security Agency, Logistical Assistant, Chief of Traffic Corps, and Chief of PR Division of the National Police and six Chiefs of Regional Police at Rupatama Building, South Jakarta, on Wednesday (10/11/2021).
In his instruction, Sigit asked all inaugurated officers to be sensitive and able to map the ground well to decide measures from preemptive to repressive in maintaining security and order situations to be safe, peaceful, and conducive.
Related to that, Sigit addressed the sayings that stated, "do not extinguish a big fire". Instead, extinguish the fire when it is still small. In other words, Sigit hoped that his personnel could move fast to minimise the unwanted things is happening.
"Do not extinguish the fire when it is big. Extinguish it while small. We can do this if we are more observant in the field. We able to monitor, conduct, and evaluate well ask our common tasks", Sigit said in his instruction.
The saying, according to Sigit, also applied to the Police personnel violation in social media, which have been viral. The attitude of that personnel, according to Sigit, influenced other Police who have been working hard and well in conducting their duties such as becoming the frontline in handling and controlling Covid-19 and maintaining conducive security and order situations.
"I hereby remind that lately, we faced phenomenons that becoming our concerns. Many deviant behaviours showed by our personnel. This is indeed affected our hard-working coworkers that have a great result in the community", Sigit said.
In front of the inaugurated officers, the former Chief of Banten Regional Police said that there should be no more deviant Police personnel. Therefore, he emphasised that Police personnel must be exemplary personnel, so they should have no hesitation to firmly punish the violating personnel.
"This has to be implanted deep in us. We could be assertive if we are exemplary. We are hesitant if we don't want to be one. The deviant potentials must be restored, whether it is because of wrong understanding, so we have to change the mindset. Don't give a burden that potentially becomes deviance", the Former Chief of the Criminal Investigation Agency said.
Not only that, but Sigit also realises and absorbs public aspirations on new quick-moving Police personnel if being viral on social media. Therefore, Sigit emphasised that the public stigma must be erased because, according to Presisi concepts, all Police personnel must be predictive, responsible, transparent, and just.
"Please fix this. This does not have to be viral, but these kinds of problems could be solved. There has been a communication backlog, so people address their complaints by submitting to social media", Sigit said.
Related to public complaints, Sigit hopes that the personnel to really utilise the launched applications such as Hotline 110, Propam presisi, Dumas Presisi, Binmas Online Sistem (BOS), SKCK online, Pelayanan Masyarakat SPKT, Aduan SPKT, SP2HP online, et cetera.
Sigit viewed that many applications would never be felt by the people if there was no response from the Police. Moreover, Sigit admitted, there are still many people who addressed their complaints directly to him through written messages.
"Until now, there are still many people report through my WhatsApp. When I asked why not report it to the Regional Police, they said that the number was blocked. If there is any problem and the public needs explanations, please explain it, especially problems in the Police. Therefore, the public could understand the legal positions, whether the case could be continued or else because we have the authority limitations. However, we try to solve everything so the justice could be felt in public", Sigit said.
Furthermore, Sigit explained the anti-critic Police. He admitted that the problem is the challenge that must be done by proving to people that Police is not anti-critic because they always absorb public aspiration to make Police what people want to be.
"Police is not anti-critic. This becomes my challenge because critics are important and must be utilised. There is a perception in public about us, and we have to fix that. The expected perception must be in accordance with what the public wants. Many of our programmes are being conducted, but it needs time", Sigit said.
Sigit believes that the challenges could be solved by working hard and sincerely. Sigit is optimistic that public trust will gain from now.
"However, I believe that by sincerity and hard work, we can restore and regain public trust towards the Police. Dera colleagues have been struggling, but if we cannot accept changes, there would be a gap, and this could be a problem. Therefore, always go to the field and meet your people and personnel to know problems and fix them soon. I believe you are able to do so", Sigit said.
In order to gain public trust, Sigit said, Police must be adapted to technological advancement. Show that Police today is far better and in accordance with the spirit of Presisi concept.
"Utilise technological advancement so that Police professionalism could be seen how we raise the spirit of the personnel by utilising technology better and more professional. I believe National Police is an institution that is adored by the public and how we assure people to be still on the best performance", Sigit said.
Furthermore, Sigit also reminded the Police role as one of the front line institutions in handling Covid-19. He instructed the Police to be able to maintain the positive trends where Indonesia becomes the best in handling and controlling Covid-19. All of it, according to Sigit, are thanks to synergy, solidity, and work hard of all stakeholders and public elements.
"The Christmas and New Year holidays that may trigger high public mobility must be anticipated by steps to strengthen Health Protocols, especially colleagues in Regional Police who becomes the responsible for controlling Covid-19", Sigit said.
The preparedness and anticipation in preventing Covid-19 growth, according to Sigit, also becomes proof to the world that Indonesia is able to hold national and international events in the middle of the pandemic safely and concerning the health factors, considering that Indonesia would be the host of world-class events.
"On one side, the large-scale event would be commenced. On the other side, we have to be aware of Covid-19 number surges. If we are able, it will affect economic growth. This is expected by the public, and we have to give the best return. These all happen thanks to the contribution of dear colleagues and maintain it for future tasks. Our duty to maintain security and order situation conducive so everything could run well", Sigit concluded.
