Indonesia Reaffirms Legal Basis in Idle Land Reclamation, Not Arbitrary Seizure

Inp.polri.go.id - Jakarta. The Presidential Communication Office (PCO) insisted that government efforts to reclaim idle land follow legal procedures and agrarian justice, and are not carried out arbitrarily.

“Government actions are based on a legal framework and a sense of justice,” said PCO Head Hasan Nasbi on Wednesday (176/7/2025), referring to Government Regulation No. 20/2021 on the Control of Abandoned Land.

The clarification follows Minister of Agrarian Affairs Nusron Wahid’s statement about redistributing unproductive lands under the agrarian reform program, according to antaranews.com.

Hasan explained that neglected lands often spark disputes and illegal occupation. The regulation applies to all land titles—HGU, HGB, usage rights, and ownership—and includes a multi-step warning system before any action is taken.

He added that the goal is not to seize property from rightful owners but to encourage landholders to use land productively and prevent speculative hoarding.

“If someone is given the right to manage 100,000 hectares but uses 150,000, the excess must be returned. That’s justice,” Hasan said, saying that the policy supports the broader land reform program to redistribute land to landless or underprivileged communities.
