Inp.polri.go.id - Jakarta. Head of Indonesian National Police (INP) Education and Training Institute and Chief of INP Transformation Reform Team Commissioner General Chryshnanda Dwilaksana said that police reform must begin with leadership at every level of the institution.
Speaking at a national seminar titled “Where Is Police Reform Heading?” at the University of Indonesia on Wednesday (8/10/2025), he said that moral transformation within the police force must be led by its leaders.
“Reform is a moral movement that must start from the top, returning to morality, ethics, and virtue,” Chief Chryshnanda said, as quoted by antaranews.com.
He underscored that virtues in policing are rooted in humanism, social order, and civilization, adding that the police’s discretionary power, including restorative justice, carries the risk of abuse if not guided by moral integrity.
The three-star general also urged officers to balance conscience, intellect, and strength, what he called “H2O.” He concluded that reform is not about image-building but about a genuine moral movement within the institution.
