The Ministry of Communication and Digital began the conditional normalization of X Corp’s Grok AI service on Sunday (1/2/2026) following a formal written commitment from Elon Musk’s X Corp to align with Indonesian law, particularly regarding content moderation and child protection.
The normalization is not an unconditional lifting of restrictions but a "measured legal enforcement mechanism" that remains under constant evaluation.
"X Corp has committed to concrete steps, including technical safeguards, restricted access to high-risk features, and sharpened internal policies," said Alexander Sabar, the Director General of Digital Space Supervision, as cited by antaranews.com.
The ministry had previously threatened a permanent block on Grok due to its potential misuse in generating sensitive or illegal content, including deepfakes.
Under the new agreement, X Corp must function as a responsible Electronic System Provider (PSE), ensuring their AI technology does not violate privacy or public dignity.
Minister Meutya Hafid previously said that compliance is non-negotiable; if X Corp fails to uphold its promises, the Ministry warned it would immediately re-terminate the service's access in Indonesia.
