Head of the Security Maintenance Board of the INP (Kabaharkam) Police Commissioner General Fadil Imran stated that the Polisi RW (Rukun Warga) exists as a form of modern policing practices that originate from the upstream, namely crime prevention through a real approach with the community.

According to him, the Polisi RW are all members of the police around the neighborhood. They will carry out the functions of the Polisi RW in the place where they currently live.

Police Commissioner General Fadil Imran explained, if there is a member who is on duty in another city, then he will become the RW Police at the place of duty or service. The RW Police are expected to be able to communicate at least once a week, establish friendships, become friends, bridges, communicators, facilitators, and places to vent for residents around their homes, to prevent crime and disorder from occurring in society.

"By the direction of the Chief of Indonesian National Police (INP), who emphasized that the police must be close to the community and humane. So when I was entrusted with leading Jakarta, I tried to carry out these orders through several programs, namely Kampung Tangguh Jaya, Vaksinasi Merdeka, Street Race, ADA Polisi, until the evening service," he said while attending the formation ceremony for the formation of the Polisi RW at Yogyakarta Regional Police, Wednesday (17/5/23).

According to him, from this program, police officers become closer, know, and familiar with residents. Various criminal acts can be prevented by reducing the number of street crimes, such as brawls up to 49%.

"It was this journey from the formation of various programs that later became the embryo of the birth of the Polisi RW in Jakarta, which was later appreciated by the Chief of INP, to then be gradually implemented nationally," he said.

Police Commissioner General Fadil Imran explained, various studies have shown that one that has been proven capable of reducing criminal practices, fostering community satisfaction, and increasing public trust in officials is community policing, which is oriented towards the closeness of the police to the community. The positive impact of community policing best practices is also being felt in Indonesia, which later manifests itself in the Polisi RW program.

“When asked, what is a Polisi RW, I will start by asking the question, have you ever known a police officer in the neighborhood where you live? Even close and familiar with the police? If the answer is no, this is why we formed the Polisi RW. The police, as part of the country, should be present to see, hear and provide services that focus on efforts to prevent crime and kamtibmas violations from occurring in the community," he explained.

Furthermore, Police Commissioner General Fadil Imran explained that the Polisi RW had begun serving in areas such as Yogyakarta and Bandung. They will start working by conducting analysis, mapping, and gradually selecting areas with a high level of population density or records of complaints from Kamtibmas.

"As directed by the Chief of INP, I will continue to go down, and carry out various evaluations and innovations so that this program does not become a mere lip service program or ceremony," he said.

To note, the Polisi RW program is one of the 16 Priority Programs for the Chief of Indonesian National Police, Police General Listyo Sigit Prabowo in increasing the Strengthening Performance of Maintenance of Public Security and Order.
