Inp.polri.go.id - Jakarta.  President Prabowo Subianto is set to establish a Ministry of Hajj and Umrah through a revision of the existing law on pilgrimage management, Minister of Law Supratman Andi Agtas announced on Monday (26/8/2025). 

The move, he said, is designed to strengthen and modernize the country’s hajj system.

“This is not about changing the essence of pilgrimage management. The President wants a stronger, more transparent, and accountable system that adapts to the dynamics and needs of pilgrims,” Minister Supratman said, as quoted by antaranews.com.

Indonesia, home to the world’s largest Muslim population, sends hundreds of thousands of pilgrims to Saudi Arabia annually. 

Minister Supratman noted that the new ministry will centralize responsibilities, streamline decision-making, and ensure clear accountability. The bill also covers cost adjustments, quota arrangements, and tighter supervision of pilgrimage operations. The proposal has been approved by Commission VIII of the House of Representatives (DPR) and awaits a plenary decision scheduled for Tuesday.
