Inp.polri.go.id - Jakarta. President Prabowo Subianto will issue a Presidential Decree to resolve the debt of the Indonesia-China High-Speed Rail project (KCIC/Whoosh), National Economic Council (DEN) Chair Luhut Binsar Pandjaitan confirmed Thursday (16/10/2025).
“We are just waiting for the decree,” he said after the “1 Year Prabowo-Gibran: Optimism 8% Economic Growth” event in Jakarta on Thursday (16/10/2025), as quoted by antaranews.com.
Luhut explained that President Prabowo will form a team to design the debt repayment strategy.
“No APBN funding is requested. It will be a restructuring. I have already discussed this with China, as I have been involved from the start,” he said, as quoted by antaranews.com
He also indicated that options could include using SOE dividends but emphasized transport projects are not designed to generate profit and always require measured government subsidies.
CEO of Danantara Indonesia Rosan Roeslan, said internal evaluations are ongoing, and formal consultations with ministries have yet to occur. Total KCIC investment is about $7.27 billion, with 75% financed via low-interest loans from China Development Bank.
