Agrarian Minister Confirms Lack of Land Title on Rempang Island

Minister of Agrarian and Spatial Planning/Head of the National Land Agency Hadi Tjahjanto has confirmed that the land on Rempang Island, which sparked recent unrest, lacks Hak Guna Usaha (HGU), which  refers to the right to work on land  directly controlled by the state. . "The people who occupy Rempang Island do not have certificates because in the past, everything was under the Batam Authority," he said in his  statement during a Working Meeting with Commission II of the House of Representatives in Jakarta, on Tuesday (12/9/2023), The minister clarified that the 17,000 hectares of land designated for the Rempang Eco City project is classified as forested land, with 600 hectares falling under Land Management Rights (HPL) from the Batam Concession Agency (BP). Prior to the conflict on Rempang Island, the authorities have approached the local community. Nearly half of the residents accepted the proposed solutions, which included offers of alternative housing or relocations tailored to their lives as fishermen. "From the 500 hectares, we will break it up and immediately give 500 meters and immediately certify it. There, we will build facilities for worship, education, and health facilities," Minister Hadi was quoted by antaranews.com as saying, explaining the government plans to issue Building Rights Titles (HGB) for 500 hectares of land near the sea to facilitate livelihoods The Ministry of ATR/BPN is collaborating with the Ministry of Maritime Affairs and Fisheries (KKP) to construct a dock for fishermen. During the construction process, the government will provide living expenses per family and ensure suitable housing arrangements, he said. In the future, the government intends to provide scholarships to China for the children residing in 15 spots on Rempang Island. These individuals will receive training to work in a planned glass factory on the island. Minister Hadi indicated that most residents of Rempang Island were receptive to the government's explanations. A demarcation was conducted successfully on Friday (8/9), although some issues arose in the field. He assured that the government would return to the community to determine if their offers can be accepted by all. Rempang Island is slated for development into Rempang Eco City, a project listed in the 2023 National Strategic Program. The development is governed by Coordinating Minister for Economic Affairs Regulation No. 7 of 2023, which received approval on August 28, 2023. The project aims to create an integrated industrial, trade, and tourism area to enhance competitiveness with Singapore and Malaysia.
