BPN Bali Denies Foreign Ownership of Islands in Bali

Inp.polri.go.id - Denpasar.  The Bali Land Agency (BPN Bali) has confirmed that no island in Bali is owned by foreign citizens), refuting claims that foreign entities control islands in Indonesia. 

The agency clarified that foreigners only hold "hak pakai” (right of use)" land titles for residential or investment purposes—not “hak milik” or ownership.

“We’ve thoroughly investigated. There are no islands in Bali owned by foreigners,” said BPN Bali Head I Made Daging on Monday (7/7/2025), as quoted by antaranews.com.

He responded to Minister of Agrarian Affairs and Spatial Planning (ATR/BPN) Nusron Wahid’s previous remarks regarding foreign control of islands in various provinces, clarifying that the statement did not refer specifically to Bali.

The BPN Bali chief explained that mainland Bali and nearby islands such as Nusa Penida, Nusa Lembongan, Nusa Ceningan, and Menjangan are not under foreign ownership. Only some individual plots of land are registered under "right of use" by foreign nationals, typically for luxury homes or villas.

“To say foreigners control an island implies they own at least 30% of it. That’s clearly not the case here,” said Daging.

As of March 2025, BPN Bali recorded 463 land plots under hak pakai by foreigners. These plots—ranging from 2,000 to 5,000 square meters—are regulated under Indonesian law and must be developed with a minimum investment of Rp 3 billion, valid for 30 years and extendable for up to 80 years total.
