Coordinating Minister for Law, Human Rights, Immigration, and Correctional Affairs Yusril Ihza Mahendra announced that the government is formulating a plan to make participation in the military reserve component (Komcad) program a requirement for granting amnesty to productive-age inmates.
"While Komcad is not mandatory for other citizens, the President can offer amnesty to those willing to undergo Komcad training. We will formalize this policy," he said at a press conference on Friday (20/12/2024).
President Prabowo Subianto emphasized that drug users should be rehabilitated instead of imprisoned. The amnesty proposal primarily targets drug-related offenders and excludes a military-driven approach, opting instead for a structured training model.
"This program disciplines youth through drills and prepares them to contribute to national projects like agriculture in Papua and Kalimantan," Minister Yusril explained, as quoted by antaranews.com.
The plan is part of a broader amnesty initiative affecting around 44,000 inmates, mainly drug offenders, with a small fraction involving corruption cases. Participation in Komcad aims to integrate rehabilitated individuals into nation-building efforts.
