inp.polri.go.id - Jakarta. The Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, stated that the government guarantees and recognizes the rights of landowners affected by the disaster in Sumatra.
"For landowners whose certificates were lost or damaged due to the disaster, the state guarantees that those rights will remain recognized," the Minister of ATR/BPN emphasized on Monday (1/19/2026).
Replacement certificates will be issued in accordance with regulations so that communities do not lose their legal title to their land.
"Based on the actual situation on the ground, land affected by a disaster can be either destroyed land or impacted land. For destroyed land, that is, land lost due to the disaster. If this occurs, the process will result in the issuance of a decree (SK) determining that the land is destroyed," explained Minister Nusron.
Meanwhile, he continued, for land affected but not destroyed, the government is encouraging reconstruction and reclamation in accordance with technical conditions on the ground.
He reiterated that flood victims in Sumatra who wish to reapply for their land certificate documents will be free of charge. Therefore, victims of the floods and landslides in Sumatra who wish to reapply for their land certificates will not be subject to additional fees or new charges.
The Minister stated that, based on preliminary data from the National Disaster Management Agency (BNPB) and the Ministry of Home Affairs, 65,000 hectares of rice fields are inundated with mud and are at risk of being lost.
This will undoubtedly impact land boundaries and other changes.
Finally, Nusron and his staff are also ready to protect land in three provinces (Aceh, North Sumatra, and West Sumatra) post-disaster in Sumatra from the threat of land mafia.
