The government has introduced a landmark policy called the Global Citizenship of Indonesia (GCI), providing permanent residency rights for foreigners with strong ties to the country, in what the government calls a solution to the long-standing controversy over dual citizenship.
“GCI is a solution addressing the polemic of dual nationality by granting extensive residency rights to foreigners closely connected to Indonesia, without changing their foreign citizenship status and without violating national regulations,” said Minister of Immigration and Corrections Agus Andrianto in a statement on Wednesday (19/11/2025), as cited by antaranews.com.
The scheme applies to former Indonesian citizens, their descendants up to the second degree, and legal spouses of both current and former Indonesian citizens. Children born from legal marriages between Indonesians and foreigners are also eligible.
However, it excludes foreigners from countries once part of Indonesia or individuals linked to separatism, intelligence, or foreign military service.
The program mirrors other global models such as India’s OCI and is designed to boost legal certainty, services, and international competitiveness.
