inp.polri.go.id - Jakarta. The Indonesian National Police (INP) provided an explanation regarding the composition and mechanism of assignments for police officers working outside INP organizational structure.
This explanation was delivered by the Head of the Public Relations Division of INP during a doorstop at the Headquarters, November 17, 2025, following public attention to the number of active personnel serving in various ministries and state institutions.
Sandi stated that the latest data shows that assignments with various positions do not all fill structural or managerial positions.
"Those holding managerial positions are around three hundred. Meanwhile, the 4,351 others were filling the positions of staff, aides, bodyguards, and other supporting roles. So not all of them are managerial civilian positions," said Sandi.
In addition to providing the latest data, the Head of Public Relations also explained the official mechanism currently in place for assigning police members to ministries/institutions. This mechanism, he said, ensures that each placement is based on an official request and competency evaluation process.
"The assignment of police members outside the structure is carried out due to a request from the relevant ministry or institution. After an assessment is carried out, it is then submitted through a Presidential Decree for a specific position," he explained.
Sandi detailed that the process begins with a request from the ministries/institutions to the Chief of Police.
The candidate is then formally presented to the applicant, before finally being proposed for a Presidential Decree for Main and Middle High-Level Leadership Positions (JPT) and a Ministerial Decree or Head of State Institution for lower positions.
He emphasized that the assignment of police members to structural positions in ministries/agencies cannot be made solely based on internal police letters.
"The decision for police personnel to sit in ministries/agencies is made by presidential decree, not by a letter of assignment from the Chief of Polri," he emphasized.
INP ensured that all data and mechanisms would also be further discussed in the study by the working group formed to follow up on the Constitutional Court ruling, so that future policy direction can be implemented in accordance with regulations and avoid multiple interpretations.
