Law Ministry Launches Beneficial Ownership Verification System to Combat Financial Crime

inp.polri.go.id - Jakarta. The Directorate General of General Legal Administration (AHU) of the Ministry of Law has launched a beneficial ownership (BO) verification system service application to combat financial crime.

Based on Minister of Law Regulation Number 2 of 2025 concerning Verification and Supervision of Corporate Beneficial Owners, the beneficial ownership data reporting system has been shifted from self-declaration to collaborative verification.

"We will provide significant assistance and support to law enforcement officials. If something happens, there is no need to bother searching for data related to beneficiaries because everything has been verified," said Minister of Law Supratman Andi Agtas on Monday (10/6/2025).

So far, the government has taken strategic steps through Presidential Regulation Number 13 of 2018 by implementing a beneficial ownership data reporting system that relies on self-declaration.

However, this is considered suboptimal because it is not supported by strong verification instruments. Minister Andi stated that based on his experience, many beneficial owners use other people's names.

"My first experience as a minister was that many registered BOs were using other people's names. I don't know if it was intentional or if they were using the names of officials or high-ranking officials without their consent to intimidate people, but that's the reality," explained the Minister of Law.

He stated that with this latest strategic step, registration of beneficial owners is no longer based on self-declaration, but must be done through a notary. Then, the Directorate General of AHU, in collaboration with various ministries/institutions, will conduct verification.

Thus, the capital owner verification system application was launched to initiate a systematic data validation process to provide initial certainty for users. With this application, the efficiency and accuracy of data verification are projected to increase significantly.

The Ministry of Law also introduced a BO gateway prototype designed as an integrated system that will facilitate the digital exchange and verification of beneficial owner data between ministries and institutions.
