Police Uncovers Human Trafficking Practice to China, Two Perpetrators Arrested

inp.polri.go.id - West Java. The Sukabumi Sub-regional City Police Criminal Investigation Unit, have uncovered a case of human trafficking (TPPO) involving the recruitment of workers and contract marriages abroad, specifically to China. 

The Head of Public Relations of the West Java Regional Police, Senior Superintendent Hendra Rochmawan stated that two suspects, identified as Y and A have since September 26, 2025. Both played key roles as victim recruiters and travel facilitators.

"The suspects' modus operandi was to recruit female victims from Sukabumi Regency with the promise of jobs as domestic helpers in China with salaries ranging from IDR 15 million to IDR 30 million per month," said Hendra on Tuesday (10/14/2025).

The victim, he continued, was then directed to apply for a passport in Bogor and held captive in the home of someone with the initials Y.F. alias A, before being forced into a contractual marriage with a Chinese citizen with the initials T.T.C.

The Director of Criminal Investigation of the West Java Regional Police, Senior Superintendent Ade Sapari explained that during the contractual marriage, the victim was promised a dowry of IDR 40 million, but only received IDR 25 million.

"In fact, the victim allegedly experienced sexual violence by the foreign national and was not repatriated to Indonesia as originally agreed," he said.

The two suspects, Y and A, are known to have profited IDR 2.5 million from transportation and accommodation costs during the recruitment and transfer of the victim.

The victim, identified by the initials R.R., is a student from Sukabumi who works as a factory worker in the Cikembar area. During the investigation, police questioned eight witnesses, including the victim's family, co-workers, the Sukabumi Regency Manpower Office, and Bogor Immigration.

Investigators also confiscated several pieces of evidence, including a passport printout in the victim's name, four photographs of the accused, a cellphone, and two leather wallets.

The suspects were charged under Article 4 of Law No. 21 of 2007 concerning the Eradication of Human Trafficking. This article carries a minimum prison sentence of three years and a maximum of 15 years, and a maximum fine of 600 million rupiah.

Investigators are currently pursuing three other suspects on the wanted list: I alias A.I., Y.F. alias A., and L.K.S. alias K.G.

The West Java Regional Police also continue to coordinate with the Consulate General of the Republic of Indonesia (KJRI) in China to repatriate the victim, R.R., to Indonesia.

The West Java Regional Police are fully committed to eradicating all forms of human trafficking that harm society, particularly those involving the deployment of laborers and contract marriages abroad.
