Inp.polri.go.id - Jakarta. President Prabowo Subianto has officially enacted Indonesia’s extradition treaty with the Russian Federation through Law No. 19/2025, strengthening legal cooperation against transnational crime.
The law, signed on 29 October 2025, provides Indonesia with a domestic legal basis to implement the bilateral extradition agreement concluded in Bali on 31 March 2023.
“The enactment of this law marks Indonesia’s firm commitment to advancing international cooperation in law enforcement,” the government stated in its official explanation, as quoted by antaranews.com on Friday (5/12/2025).
The regulation, approved jointly by the President and the House of Representatives (DPR), confirmed the binding status of the treaty and incorporates its original texts in Indonesian, Russian, and English.
It outlines obligations to extradite, lists extraditable offenses, details grounds for refusal, and sets procedures for requests and the transfer of suspects. The law complements the Mutual Legal Assistance Treaty previously ratified under Law No. 5/2021.
The agreement aims to curb cross-border criminal flight amid increasingly borderless technological mobility.
