Vice Minister of Home Affairs Bima Arya Sugiarto emphasized that the establishment of the Red and White Village/Sub-district Cooperative (Kopdeskel) is part of the government's efforts to realize equitable development throughout Indonesia, including down to the village and sub-district levels.
He conveyed this while reviewing the implementation of the Special Sub-district Development Deliberation (Musbangkelsus) in Talang Keramat Sub-district, Talang Kelapa District, Banyuasin Regency, South Sumatra, Tuesday.
"President of the Republic of Indonesia Prabowo Subianto has serious concerns about equitable development for the community. The President, he said, wants all government programs, especially in the fields of food, education, economy, and agriculture, to be felt directly by the community, both in cities and villages," said Bima in his statement in Jakarta, Tuesday (5/27/2025).
He explained that as an effort in following the directive of the president, the government is encouraging the establishment of Red and White Village/Sub-district Cooperative in various regions. This cooperative is expected to be a collaborative means that can strengthen local economic independence, based on the potential and agreements of the residents.
Regarding legality and funding, Bima said that the cost of recording cooperative deeds by notaries will be charged to the Regional Revenue and Expenditure Budget (APBD), as regulated in the Circular (SE) of the Minister of Home Affairs to regional heads.
In addition, Red and White Village/Sub-district Cooperative will also get access to loan funds with a maximum ceiling of IDR 3 billion.
"You can ask and discuss what the loan is for. The point is, it must be communicated accordingly so that the loan can be returned and benefit the members," said Bima.
He also reminded that cooperatives must be managed professionally and inclusively, by involving local villagers or sub-districts as members. According to him, solidarity and transparency in managing cooperatives are the keys to the success of the program.
