Social Security Must Reach Informal Sector Workers: Manpower Minister

inp.polri.go.id - Jakarta. Minister of Manpower Yassierli emphasized that the expansion of social security must be able to reach informal sector workers, including domestic workers, online motorcycle taxi drivers, couriers, as well as fisheries and plantation workers.

He stated that social protection is a right of every worker and must be accessible without exception. 

"Our main motivation is that every citizen has the right to work and a decent living. This is the basis of our policy," he said on Friday (4/24/2026).

He further stated that the current challenge is ensuring that informal sector workers are included in the social security scheme, which has so far been mostly utilized by formal workers.

To this end, he continued, the Ministry of Manpower is also encouraging the strengthening of regulations for workers in the digital economy sector and other vulnerable groups so that they receive social security protection as part of their employer's responsibilities.

Furthermore, domestic workers are also encouraged to be included in the national social security system through strengthened regulations, so that they are recognized as workers and receive protection rights.

"BPJS Ketenagakerjaan is not just an insurance institution. Its primary focus is expanding membership and providing the greatest possible benefits to workers," said Yassierli.

He also urged all stakeholders to strengthen data integration as a basis for formulating more targeted policies. He also stated that integrated data is crucial for anticipating the risk of workplace accidents and occupational diseases, while also ensuring the sustainability of social security funds in the future.

Meanwhile, BPJS Ketenagakerjaan President Director Syaiful Hidayat added that all workers, both formal and informal, are a priority for protection.

"Let's work together so that worker protection is no longer seen as merely an obligation," said the BPJS President Director.
