The chairman of the Indonesian Social Development Association (Apsi), Nurhadi, highlighted the problem of 2 million inactive ID cards that are still receiving social assistance. He is optimistic that through Presidential Instruction Number 4 of 2025 concerning single national social and economic data, it will be resolved.
He hopes that with this regulation, the opportunity for errors in the distribution of social assistance will be reduced and recipient data will be more accurate.
"This data integration includes DTKS, Rektosek, and P3KE, which will be implemented starting February 5, 2025," he said on Wednesday (2/26/2025).
The two million inactive ID cards that are still receiving social assistance are part of the transition process towards a better system.
"We have to give time for this system to work optimally, especially in the verification and validation stages," he explained.
One of the main challenges in improving social assistance data is people who move to work. This causes their ID cards to be inactive, but they are still recorded as recipients of assistance.
According to him, another factor that causes data discrepancies is the death of residents who are not immediately updated in the administration system.
"Even though the village or sub-district has reported, it is not certain that population data will be updated automatically," he said.
He further said that the government has set social assistance data updates every three months to ensure the accuracy of recipients.
However, he reminded that changes in community conditions are dynamic, so data errors are still possible.
For this reason, he highlighted the need for field officers' skills in assessing the eligibility of recipients of assistance in addition to data verification and validation. He emphasized that officers must be firm in removing recipients who are no longer eligible.
