During this event, Chief of Police, General Listyo Sigit Prabowo, addresses that this moment of anniversary is a perfect time to look back on Police's achievements. "Thanks to God, the results energise us and give us spirit to keep transform into a better institution become Police are now become more trusted", Sigit said in his written statement. The outstanding achievement is, according to Sigit, based on the survey conducted by credible national survey institutions in 2021. From the survey institution of Alvara Strategi Indonesia, the confidence level of the Police is at 86.5%, which shows an increase from the previous year (survey from Litbang Kompas was at 70.8%). Furthermore, the Police's satisfaction level reached 82.3%, an increase from the previous year (survey from Alvara Strategi Indonesia recorded 78.8%). Charta Politika Indonesia institute stated that Police is in the third place of the best performance from the high government institution (in 2018 and 2019, Police was on the fourth place). Another achievement is becoming the first place of the best performance law enforcement institution (levelling up from the third place on the previous year). According to Cyrus Network institution, Police is in the first place on the law enforcement most trusted by the public and achieve a score of 86.2%, an increase from the previous year (survey from Litbang Kompas placed them at 70.8%). Research and Development Division of the National Police records the increase of Public Confidence Index towards the Police in 2021, which reached 83.14, the highest score since 2015. "The improvement of satisfaction towards Police's performance and confidence towards Police is a result of our hard work. We have to be grateful and pushed the National Police to be better in serving the public", Sigit said. Former Chief of Criminal Investigation Agency of Indonesian National Police also said that Police's achievement all this time is not an end, but a beginning of the Transformation towards a Presisi Police programme. "In the future, we have to be consistent and increase our performance so we can change Police's image according to public expectations, which is becoming a Police that closes to the people and answer faster and more uncertain strategic neighbourhood development", he said. To make the hope come true, Sigit continues, Police must improve the personnel's motivation and performance. One of the efforts conducted is the fulfilment of Police's personnel welfare by giving great attention, such as housing programme. A while ago, Police launched 100,000 houses for the Police's state employees. 34,491 units consisting of 17,400 apartment units and 17,091 housing units have been built and planned to be finished in 2024. "This programme will be continued until all Police personnel can have a decent house. The hope is that on-duty Police personnel are not thinking about their family in their less livable house anymore", he said. The following programme is regarding health, in which the expectation is that Police personnel can have a decent health service quality. Police also continue to improve health services to the public. Police adapt, innovate, and change the served work culture into the serving work culture to lead to a more humane service. The strategy was implemented by launching the IT-based sixteen services on the Police's services. In maintaining public security and order, Police personnel spread across the country are always trying to be problem solvers of every problem that arises in the community through the Sectoral Police programme as a base of resolution and realisation of the Community Police Unit as an information centre and problem solver. "There are 1,063 Sectoral Police (in 343 Departmental Police and 33 Regional Police) that are not conducting investigation anymore but emphasising more on maintaining public security and order. The appearance of Police personnel in the middle of the community is expected to be able to solve people's problems, no need to show force or use guns", he said. In the middle of the Covid-19 pandemic, the former Chief of Banten Regional Police also affirms that Police never forget its main duties to maintain the security and stability of the country. In 2021, Police managed to thwart the illicit trade of 9.7 tonnes of drugs dan saves 39.24 million of the young generation from its danger. "No tolerance and no space for the drug dealers in this country, including Police personnel involves in it. I remind them that the choice is only one: fire and punish them", he concludes. In relation to the terrorism criminal act, Police have successfully handled terrorism, shown by the suicide bomb attack in front of Makassar Cathedral Church, South Sulawesi, on Sunday, March 28, 2021, at 10.25 Central Indonesian Time. After the incident, Police quickly responded through law enforcement towards 108 suspects in eight provinces (South Sulawesi, Central Sulawesi, Jakarta Capital Region, West Java, West Nusa Tenggara, East Java, Central Java, and Yogyakarta Special Region). "From January to May 2021, there are six incidents of terrorism with 217 suspects. Two hundred nine suspects are in the investigation process, and eight others are subjected to measured decisive action (6 dead and two suicide bombers)", he said. Furthermore, Sigit also explains the implementation of Restorative Justice to be prioritised in every case settlement to create just law enforcement. This method in case settlement has increased 64% from the previous year. The effort is also followed by accelerating the settlement of various cases of public concern such as extortion that disturbs the public in North Jakarta, leak of BPJS data, and online loan case of Southeast Century Asia, Ltd. "Police investigators' professionalism must be maintained through a firm but humane figure and uphold the Pancasila value and human rights", he said. Sigit realised that all achievements would never be reached without the support of the President, Vice President, leaders of State High Institutions, Armed Forces, leaders of Ministry/State Institutions, all members of People's Consultative Assembly/House of Representatives/Regional Representative Council, partner colleagues, and all people. "Therefore, as the Chief of Indonesian National Police, I express my highest gratitude to all elements of the nation who have helped the Police to reach this point", he explained. As a fierce Bhayangkara personnel, Police, according to Sigit, should also make the best effort by exerting all available resources in assisting the handling of the Covid-19 pandemic through the discipline of 5M Health Protocols, strengthening 3T efforts, guarding and insulating, Judicial operation, and helping to accelerate national vaccination programme. "Tomorrow, we will enter the Emergency PPKM (Public Activity Limitation Enforcement) and Aman Nusa II Operation of Further Covid-19 Handling in Java and Bali. Prepare the strategy of protecting, insulating, Health Protocol discipline, and ground implementation of this limitation policy immediately", Sigit concluded.
