Primary and Secondary Education Ministry Issued Circular Letter Concerning Learning Activities at Disaster Areas

inp.polri.go.id - Jakarta. The Ministry of Primary and Secondary Education issued Circular Letter Number 1 of 2026 concerning the Implementation of Learning in Disaster-Affected Educational Units as a reference for local governments and schools in providing post-disaster education services.

Minister of Primary and Secondary Education, Abdul Mu'ti, stated that the SE affirms the state's commitment to guaranteeing students' rights to receive safe, meaningful, and sustainable education services, even in disaster-affected conditions.

"Education must not be interrupted by disasters. However, the safety of students, educators, and education personnel must always be the top priority in every policy taken," said Abdul on Monday (1/5/2025).

He emphasized that the safety of all educational unit members is the top priority in every policy decision. Under these provisions, educational units are given flexibility to adjust learning implementation according to the conditions and level of disaster impact in their respective regions.

Abdul continued, stating that adjustments can be made to learning methods, implementation times, and the use of available educational facilities and infrastructure.

The Ministry also encourages the use of various learning alternatives, including limited face-to-face learning, distance learning, and other forms of learning relevant to local conditions.

The Minister also invited all education stakeholders to work together to support the recovery of educational services in disaster-affected areas so that students continue to receive quality and equitable education.

In addition to the learning aspect, the circular, he said, also emphasizes the importance of psychosocial support for students and educators affected by the disaster.

"We urge educational units to create a child-friendly, empathetic learning environment that supports the mental and emotional recovery process of the school community," said Abdul.

The Minister of Primary and Secondary Education also asked Regional Governments to play an active role in cross-sectoral coordination, including with the Regional Disaster Management Agency (BPBD) and other relevant agencies, to ensure that learning implementation policies in disaster-affected educational institutions can be implemented effectively in the field.
