Inp.polri.go.id - Jakarta. The Ministry of Human Rights has recommended the formation of a joint fact-finding team to investigate alleged legal and human rights violations against former performers of Oriental Circus Indonesia (OCI).
“The formation of a fact-finding requires a formal request and written conclusion from the House of Representatives,” said Director General of Human Rights Services and Compliance Munafrizal Manan on Wednesday (7/5/2025), .
Based on victims’ complaints, the ministry identified indications of rights violations dating back to the 1970s. The complex case involves legal subject status, evidence challenges, and long-term trauma. The formation of a fact-finding team is seen as essential for an in-depth and independent investigation.
“Should the team uncover more facts, it may open paths toward justice for the former performers,” Munafrizal added, as reported by antaranews.com.
The ministry offered several resolution options: historical gross human rights violation mechanisms, criminal or civil proceedings, restorative justice, and mediation—each facing legal, evidentiary, or institutional challenges due to the elapsed time and systemic nature of the alleged abuses.
