Inp.polri.go.id - Jakarta. The Indonesian Street Vendors Association (APKLI) has formally requested that Jakarta Governor Pramono Anung Wibowo delay the issuance of a Gubernatorial Regulation on Smoke-Free Zones (KTR).
The regulation is intended to implement Regional Regulation (Perda) No. 7/ 2025, which includes strict rules on the display of tobacco products.
Ali Mahsun, the General Chairperson of APKLI, argued on Tuesday (17/2/2026) that the ban on displaying cigarettes would place an undue burden on small-scale traders and street vendors (PKL).
"Small grocery stalls and vendors cannot immediately stop displaying their goods. Displaying products is a fundamental part of supporting MSMEs, and the upcoming regulation should not introduce sanctions that undermine that," Ali said, as cited by antaranews.com.
APKLI highlights the potential impact on approximately 1.1 million small traders in Jakarta who rely on tobacco sales as a core revenue stream. The association warned that rigid enforcement during a period of low purchasing power could lead to "predatory" field practices by unscrupulous officials.
Ali urged the Jakarta administration and the Jakarta Legislative Council to involve all stakeholders in the tobacco ecosystem to ensure that health policies do not cripple the local economy.
