Inp.polri.go.id - Jayapura. The Papua Regional Police has revealed a vulnerability mapping for the upcoming 2024 General Elections, resulting in the identification of 12 regencies categorized as conflict-prone during the election implementation.

Inspector General Mathius D. Fakhiri, the Chief of Papua Regional Police, said that the list of conflict-prone areas includes Intan Jaya, Dogiyai, Deiyai, Puncak, Nduga, Lanny Jaya, Puncak Jaya, Yahukimo, Pegunungan Bintang, Jayawijaya, Tolikara, and Yalimo.

Expressing concern for the security and safety of the community, he emphasized the need to reduce the use of the noken system, recognized as a catalyst for conflicts that could result in casualties. In this system, political actors possess the ability to manipulate the remaining votes, thus presenting a considerable risk.

"Because they seize the remaining votes, these political actors market the election as if it could be one man one vote," he said on Tuesday (11/7/23).

He further explained that the inclusion of these 12 regencies is a precautionary measure taken by the Papua Regional Police to prevent a recurrence of vulnerabilities witnessed in previous local elections during the 2024 General Elections.

"The local government, in collaboration with the General Election Commission (KPU) and the Election Supervisory Agency (Bawaslu), should assume control over the Permanent Voter List. Ideally, the elections should be conducted based on the principle of one man one vote," he concluded.
