inp.polri.go.id - Jakarta. The Ministry of National Development Planning/National Development Planning Agency (Bappenas) is preparing a comprehensive employment roadmap to mitigate the potential surge in unemployment resulting from the energy transition, particularly in fossil fuel-rich regions.
"When we talk about employment, we're not just looking into one sector, but we're looking at the whole issue. In principle, jobs may disappear, but the people who work them cannot," explained Nur Hygiawati Rahayu, Director of Employment at Bappenas, on Wednesday (10/15.2025).
Therefore, Director Yuke continued, the current workforce must be prepared through skills transfer programs.
According to her, the energy transition is an inevitability that cannot be viewed from a single perspective. Indonesia, as a coal exporting country, will also be impacted if destination countries reduce demand for this commodity.
Therefore, Bappenas is focusing on creating future workforce demand through policy directions in the National Long-Term Development Plan (RPJPN) and the National Medium-Term Development Plan (RPJMN) that promote a green economy.
On the supply side, Bappenas is encouraging the development of a competent workforce by adapting education curricula and vocational training to suit the new occupations or jobs needed by sustainable industries.
The government is also tasked with preparing the entire supporting ecosystem, from strong regulations, the availability of green workforce data from the Statistics Indonesia (BPS), competency standards, to incentives for businesses and industry to participate.
He emphasized that regional governments, such as East Kalimantan, need to have more detailed stages regarding when workforce reductions in certain sectors will occur, so that competency transfer training programs can be prepared well in advance.
"This strategy is crucial to balance the potential for new job creation with the risk of losing existing jobs due to technological disruption and the acceleration of sustainable development," said Director Yuke.
