inp.polri.go.id - Jakarta. Minister of Health Budi Gunadi Sadikin issued Ministerial Regulation Number 1 of 2026 concerning Extraordinary Events (KLB), Outbreaks, and Health Crises to save lives, prevent disability, and ensure the continuity of essential health services.
The regulation, signed by Budi on January 20, 2026, consists of 12 chapters and 175 articles, which explain prevention and cross-sectoral coordination related to the management of extraordinary events, outbreaks, and health crises.
Several regulations include the determination of a health crisis status in Article 80 and the establishment of a single command system for the Health Cluster coordinator for the health operations control center in Article 89.
Furthermore, the regulation also requires every healthcare facility, both government-owned and private, to provide healthcare services during a health crisis to save lives, prevent further disability, and prioritize the best interests of patients, as outlined in Article 119.
The Minister of Health Regulation also regulates quarantine at ports and airports, as outlined in Article 16. Article 16 paragraph 7 details the consequences for individuals, suspects, or close contacts who refuse quarantine. Indonesian citizens (WNI) will be subject to administrative fines, and foreign nationals (WNA) will be issued a letter of recommendation denying entry to Indonesian territory.
Articles 65-70 also regulate the management of biological agents or materials containing disease-causing agents and health problems, where transportation, storage, and destruction must be carried out in accordance with standards established by the Minister or statutory provisions.
Articles 129-134 explain the utilization of reserve health workers to strengthen response capacity in areas affected by outbreaks, epidemics, or health crises. The regulations cover the types of human resources, training, guarantees, and awards.
Furthermore, Article 158 states that funding for responding to outbreaks, epidemics, and health crises shall come from the National Budget (APBN), Regional Budget (APBD), and other legitimate sources in accordance with the law.
This Ministerial Regulation also outlines public participation in responding to outbreaks, epidemics, and health crises, including management, risk factor control, funding, provision of health supplies, public education, and other aspects.
This Ministerial Regulation revokes nine regulations, including Ministerial Regulation 949/MENKES/SK/VII/2004 concerning the Early Warning System for Outbreaks, Ministry of Health Regulation 45 of 2014 concerning Health Surveillance, and Ministerial Regulation 75 of 2019 concerning Health Crisis Management.
