Inp.polri.go.id - Jakarta. Minister of Law Supratman Andi Agtas has urged the National Collective Management Agency (LMKN) and stakeholders not to prioritize criminal prosecution in royalty management disputes.
“Do not turn this into a criminal matter first. That is not allowed. Mediation must come first,” he said on Wednesday (13/8/2025), stressing that LMKN commissioners should actively coordinate with hotel, shopping center, and restaurant associations to resolve issues.
The minister emphasized that royalties should be managed collectively and acknowledged oversight lapses, promising reforms. Public criticism, he added, serves as a “booster” for the Ministry to improve governance.
Director General of Intellectual Property Razilu reiterated that under Law No. 28/2014 on Copyright, criminal sanctions are ultimum remedium or the last resort after civil, arbitration, or mediation efforts fail.
