Sweetened Beverage Tax Delayed to 2026, Finance Ministry Seeks Alternatives

Inp.polri.go.id - Jakarta.  The Ministry of Finance confirmed it will postpone the implementation of the excise tax on sweetened beverages (MBDK) until 2026, and is now exploring alternative revenue sources.

“It will be implemented in 2026, it’s delayed,” said Nirwala Dwi Heryanto, the Director of Communication and User Guidance at the Customs and Excise Directorate, on Monday (23/6/2025), as quoted by antaranews.com.

The government had projected Rp 3.8 trillion in revenue from the MBDK excise as part of its Rp244 trillion excise target for 2025. However, the necessary government regulation and derivative rules have yet to be issued.

To make up for the shortfall, the ministry will focus on maximizing other income sources. 

“We’ll seek other revenue from excise, import duties, and export duties—CPO prices, for instance, are currently rising,” Nirwala added.

The tax was intended to curb sugar consumption and was to include a threshold on sugar content in packaged beverages.
