Inp.polri.go.id – Jakarta. The Ministry of Home Affairs pushed for the regional government to develop the Regional Public Service Agency (BLUD) to improve its public service.
The Acting Director General of Regional Financial Development Horas Mauritis Panjaitan explains that BLUD has the flexibility in managing the funds which could be optimized to improve the effectiveness of BLUD performance, particularly hospital and Public Health Center (Puskesmas).
“The flexibility of BLUD obviously could be optimized to improve BLUD service work effectiveness, both in regional hospital, Puskesmas, Vocational School, or other public service Regional Technical Executive Unit (UPTD) management to accelerate our goal in meeting the demand of goods and services, operational needs, and others,” explained Mauritis on Saturday (3/9/2024).
Furthermore, BLUD also has the flexibility for innovation as a way to improve service quality and competitiveness..
Mauritis firmly believed that this momentum must be optimized to its fullest, especially for regional officials or working forces directly linked with development and technical implementation of public service operations.
"This includes finding solutions to current problems and obstacles so that we could turn it into more flexible, innovative, transparent while still prioritizing accountability," said Maurits.
Moreover, BLUD has several benefits, such as providing service to the people so that it is hoped there would be no issue in regulations. Second is that BLUD has flexibility. Third is that it would improve service and efficiency of funds, and lastly in the money management could be accounted for and more efficiently. Based on that reason, the regional government has to pay attention to several things to successfully implement BLUD.
“On this case, the regional government could improve the human resource capacity, the understanding of BLUD regulation, transformation and spirit of entrepreneurship for related stakeholders. And the regional government has to prepare supporting instruments as operational guidance for BLUD implementation,” conclude Mauritis.
