One of the points are that technical guidelines and implementation criteria will be drawn up which will later be realized in the form of Joint Decree of three Ministries and Institutions, namely the Minister of Communication and Information, the Attorney General and the Chief of Indonesian National Police to overcome the tendency of misinterpretation and inequality of application.
