The transformation of the Indonesian Police towards predictive, responsible, and just transparency (PRECISE) has formed various breakthrough programs that lead to the Indonesian Police as law enforcement officers in the future.
Chief of Indonesian National Police, Police General Listyo Sigit Prabowo, has made fundamental changes within the Indonesian National Police. The 100-day leadership performance of Listyo, the former Chief of Criminal Investigation Agency, received appreciation from the criminal expert from Dwipayana University, Firman Wijaya.
"The most visible fundamental change is the shift in performance evaluation from a statistical basis to a basis for impact on society," he explained, Monday (10 May).
The shift in the orientation work of the National Police, he said, also contributes to a culture of legal order in society so that the law can live as a rule norm in building social order.
"With these basic efforts established, in the future, the nation's perspective on the police institution will continue to develop according to the context of the times," he added.
Firman gave an example, crime as a social phenomenon continues to develop according to changes in society. Therefore, the Police as law enforcers must adapt to new condition and social changes.
"For the example, the strengthening of the Indonesian National Police in the cyber field has opened up new perspectives on law enforcement. Moreover, this is still an incomplete form search process," explained the author of the book 'Whistle Blower and Justice Collaborator in a Legal Perspective'.
Firman also added that the sexiest and most significant breakthrough in the National Police's program was the application of restorative justice or restorative justice. This effort, he said, was applied in the offence on Information and Electronic Transactions (ITE), which emphasized the process of dialogue and mediation between victims and perpetrators.
"This effort raises the complaint offence. Which, only victims can make police reports on cases of hate speech, hoaxes or incitement of ethnicity, religion, race, and inter-group relations in cyberspace, "he explained.
He is even sure that after implementing restorative justice, the number of hate speech crimes will decrease.
