Govt. Issued Circular Letter to Prevent Online Gambling Within State Agencies

inp.polri.go.id - Jakarta. Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Abdullah Azwar Anas issued an instruction regarding the prevention and handling of online gambling within government agencies.

The ban on online gambling is stated in the Circular Letter of the Minister of State Apparatus Empowerment and Bureaucratic Reform No. 5/2024 concerning the Prevention and Handling of Online Gambling in Government Agencies, which was signed on September 24th, 2024.

"We have issued a circular to prevent and handle online gambling. We will take strict action against the state civil apparatus (ASN) involved," said Minister Abdullah on Tuesday (9/24/2024).

Based on data from the Financial Transaction Reports and Analysis Center (PPATK), the value of online gambling transactions in the first quarter of 2024 has reached IDR 600 trillion. He appealed to government agencies, both central and regional, to conduct campaigns or movements to support anti-online gambling.

For ASN online gambling perpetrators whose violations have a negative impact on the work unit or agency, light to moderate penalties can be imposed. Meanwhile, if it has a negative impact on the country or government, severe disciplinary penalties will be imposed.

Meanwhile, for ASN who have been named as defendants in online gambling, follow-up handling will be carried out after the court decision is final and binding.

The letter explains that for ASN who are detained for being suspects or defendants in online gambling cases, a Personnel Development Officer is required to temporarily dismiss the employee. This is in accordance with Article 53 paragraph (2) of Law Number 20 of 2023 concerning ASN.

This circular also takes firm action against non-ASN personnel involved. Non-ASN employees who are proven to be involved in online gambling can be taken into consideration by authorized officials to conduct work assessments.

The heads of government agencies are expected to conduct regular monitoring and evaluation to prevent and handle online gambling. Each government agency is also encouraged to convey the efforts made by each agency to the Minister of State Apparatus Empowerment and Bureaucratic Reform
