Using a control output system, the government will be able to manage the fishing as fishermen will no longer just be paying for permits and sailing freely.
"Then fishing must be properly managed. In the past, we were using input control where if you had a ship, you paid the permit and you could go to sea as freely as possible. Now you go to sea first, sail and fish as much as you want, then you pay to the state according to how much you catch," he said, as reported by the RRI page.
Furthermore, he explained that the catch must be reported. The state, he said, must get results from the sea for nature preservation, for the future generations. According to him, if the government does not properly supervise the fishing activities, there are huge chances for irresponsible individuals to do corruption.
He emphasized that corruption is not only about exploiting rights that are not private property, but taking advantage of all potential for the benefit of the nation and state.
Furthermore, he mentioned the importance of the active role of supervision officers to prevent corrupt practices and ensure sustainable fishing.
