Indonesia Tries to Integrate Bureaucratic Digitalization for Its Government

Indonesia is integrating bureaucratic digitalization, codenamed electronic-based government system (SPBE), in every ministry/institutions and regional government across the country. “As we all know, regional government has their own application, other ministries also have their own application which causes many permits to be processed. In the future, we aim to fix this by integrating it,” says Minister for Administrative and Bureaucratic Reform Abdullah Azwar Anas, Friday (29/12/23). According to Azwar, SPBE already has a policy and governance foundation such as SPBE Presidential Decree, SPBE Architecture Presidential Decree, One Data Indonesia Presidential Decree, and the Law of Private Data Protection. However, Azwar assessed there are some challenges in integrating the government service system which is why the President released the Presidential Decree Number 82 of 2023 which regulates the acceleration of the digitalization. “The regulation strengthened the governance through the involvement of coordinating minister. In short, the coordinating ministers will ‘force’ the ministry and institutions to follow the SPBE architecture, including the establishment of one-door policy for every ministry and institution,” says Azwar. Moreover, the release of the presidential decree also helps the development of govtech implementation capabilities and to focus in integrated service. Minister Azwar states that the government will focus on nine priority services such as basic digital identity; data exchange platform; digital payments; one-portal for data public service. “Then, there is government administration portal so that the financial and government system would not amass. Furthermore, there would be Online Driving License, and social aid in Social Ministry, health aid in Health Ministry, and education aid in Education Ministry. If the nine focused service are all digitalized, we believe it would give a significant impact for government service,” conclude Minister Azwar. (ad/ndt/pr/nm)
