This KKB threatens with weapons if part of the funds is not given. Intan Jaya Regent Natalis Tabuni revealed that the special autonomy (Otsus) in Papua did not work optimally or failed because the Village Fund, which was supposed to be for the welfare and interests of residents, was robbed by an armed criminal group (KKB). This group often threatens the village head and village secretary when they find out that village funds have been disbursed. KKB often threatens village heads and secretaries when they learn that village funds have been disbursed and ask to buy weapons and ammunition. "Immediately they found out, they were waiting in their village, so on the way they said, put it up, if not because they want weapons to say," he said. "As soon as the cash transfer funds go directly to the account of the village chief, the village treasurer, ah there is no authority for the regional government to control anymore, so the trip is guarded," said Natalis, Thursday (5/11).
